In this tutorial, I will show you the steps I took to create Neon Effects Trick Blue Tone Effect Editing Tricks In Photoshop.
This is an intermediate tutorial so some steps can be tricky - if you are having difficulty with it, I suggest you go to the basic section of Photoshop, practice those tutorials first, or watch my previous video of Photoshop, practice those tutorials first, then come back and do this one.

There are some steps we have to follow.
STEP 1:
Open Photoshop.
STEP 2:
Import background object by clicking File > Open, Draw that background object by clicking Rectangular Marquee Tool select the background object then move that background object onto the main Layer by using Move Tool.
STEP 3:
Import one image by clicking File > Open , Draw that image by clicking Rectangular Marquee Tool select the image then move that image onto the background object Layer by using Move Tool, unlock that image by clicking right side of the unlock button , then we have to remove the background of that image by clicking Quick Selection Tool then click in select and mask option on the property bar ,then click select subject, then click OK , by right clicking on the layer click Restrize Layer, by right clicking on this image select Layer via cut, then select Magic Wand Tool, then right click, go to Blending option or else double click on that background layer, then enable color Drop Shadow option and change the color into black by changing like this ,we can select the portion where we want to replace some other color or Escaping from unwanted area.
STEP 4:
Import umbrella object by clicking File > Open, Draw that umbrella object by clicking Rectangular Marquee Tool select the background object then move that umbrella object on top of the head of a man image by using Move Tool., then click on this layer change blending mode of this layer by clicking via dragging the layers we can adjust however we want.
STEP 5:
Import ring object by clicking File > Open , Draw that ring object by clicking Rectangular Marquee Tool select the ring object then move that ring object onto the main Layer by using Move Tool. then click on this layer change blending mode of this layer by clicking Screen, adjust the size as you need via dragging the layers we can adjust however we want but it should look like man is inside the zigzag ring. If all the Editing is done then go to Filter > Camera Row Filter and adjust the color then press Enter.
Once our all editing is completely done then go to Save that image.
